As other users are suggesting you should submit all assignments so that you won’t have to submit assignments again. But i can understand that there may be reasons for you to be not able to submit all assignments. So simply answering your question you have to submit at least 2 assignments for the subjects you are going to appear in the TEE. Rules say that it is compulsory to submit assignments before filling examination form for those subjects for which you want to attend exams. But as my experience is in IGNOU, you don’t have to submit even a single assignment to attend theory exams. You need to submit assignments and get passing marks in them also to clear the subject. Otherwise it will be showing incomplete in your grade card next to the subject. Yes, you can and have to re-register yourself before registration dates are over. It doesn’t matter if your results are out or not. Sometimes form dates are extended and your results are published within those dates, so you can decide if you want skip semester. But it will be helpful for you if you don’t wait for your result or extension of form dates.
If you have missed your first semester exam then you can as appear in supplementary exams. Ignou takes exam in month of june and december so if you have missed your exam in june you can give in December by enrolling yourself for supplementary exam. If you failed in assignment for that paper, you should re-submit the assignment and then fill up exam form.
